India will witness resumption of metro services from September 7 and permission to hold large gatherings from September 21, as a part of Unlock 4.0. “MHA issues guidelines for #Unlock4. Metro rail services to resume from 7th September 2020. Public gatherings allowed with a ceiling of 100 persons from 21st September 2020,” PIB tweeted.
Moreover, while schools, colleges and other educational institutions will remain shut till September 30, online education will be permitted and states and union territories will be allowed to call half their teaching and non-teaching staff from September 21 in non-containment zones. Furthermore, students from classes ninth to 12th will also be allowed to visit schools in non-containment zones on a voluntary basis with written consent from parents.
“Schools, colleges, cinema halls, etc. to remain shut. States/UTs may permit up to 50% of teaching and non-teaching staff to be called to the schools for online teaching/ tele-counselling related work,” it added.

However, among the services that are not allowed in Unlock 4.0 include swimming pools, cinema halls, entertainment parks, and other places with a high risk of the spread of COVID-19. While theatres will also remain closed but open theatres will be allowed to operate from September 21. International air travel and train services, except those permitted by the MHA, will also remain un–operational.
“Strict enforcement of lockdown in containment zones till 30th September 2020. Vulnerable persons advised to stay home,” it further said, adding, “Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes. The use of Aarogya Setu mobile application will continue to be encouraged.”

“National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing. Shops will need to maintain adequate physical distancing among customers. MHA will monitor the effective implementation of National Directives,” PIB said in a press release.
In another news, the MHA further lifted restrictions on both inter as well as intra-state movement of goods and individuals from September 1. “There shall be no restriction on inter-State and intra-State movement of persons and goods. No separate permission/ approval/ e-permit will be required for such movements,” it added.
